It is thought that these licences were worn by the tram drivers and conductors back in the days of horse drawn trams.

Horse drawn trams began in Newport in 1875. The first service ran for just over a mile from near the Queens Hotel to the centre of Pill (the junction of Commercial Road and Frederick Street). It was operated by Newport Tramways Company Ltd. Newport Corporation took over the operation of the trams in 1894 and electric trams commenced in 1903.
